Sen. Ron Teck isn't blowing smoke when he says it's time smokers in Colorado take responsibility for the consequences of lighting up.

The Grand Junction Republican proposes taking away publicly funded medical treatment of head, neck or lung cancer from recipients whose condition can be traced to tobacco use. His "personal responsibility" bill, which wouldn't affect smokers who pay for private health insurance, comes before lawmakers this week.
